PART 01

Industrialization History

Liupanshui's industrialization was born of the Third Front construction, with 1964 as the dividing line. At that year's Third Front planning meeting of the Central Southwest Bureau, the state settled on "Panzhihua Steel in Sichuan, Shuicheng Steel in Guizhou", creating a "pendulum" flow of coal and iron ore along the Guiyang-Kunming and Chengdu-Kunming railways. In the winter of 1965, Deng Xiaoping further clarified the "coal-steel alliance" approach during his inspection of the southwest Third Front. Around 1966, the Ministry of Coal Industry drew 27 capital construction teams totaling more than 80,000 people from 25 mining bureaus across 15 provinces, municipalities and autonomous regions into the Liupanshui coalfield. On January 1, 1966, Liuzhi Mine, Guizhou's first modern coal mine, was completed. In March, the Ministry of Metallurgical Industry issued the capital construction plan for Shuicheng Steel and allocated 8 million yuan; No. 1 blast furnace broke ground on July 26 and No. 1 coke oven on August 6. On October 1, 1970, the Shuicheng Iron and Steel Works was completed and No. 1 blast furnace tapped its first iron. On December 26, 1970, the Shuicheng Cement Plant completed the province's first cement production line, and in September 1974 Unit 1 of the Shuicheng Power Plant was connected to the grid. In July 1983, the province's first coal-cutting machine was successfully installed at the Yueliangtian Mine of the Panjiang Mining Bureau, mining 170 tons of raw coal per hour. In November 1984, the hot-load test of No. 1 converter at Shuicheng Steel's steelmaking plant succeeded, ending Guizhou's history of having no ordinary steel. Liupanshui was formally established as a city on December 18, 1978, forming a coal-and-steel base built around the Liuzhi, Shuicheng and Panjiang mining bureaus and the Shuicheng Iron and Steel Works.

Current Industrial Development

In 2024, Liupanshui's GDP was 171.059 billion yuan, up 5.2%; total industrial value added was 65.405 billion yuan, up 7.6%, and above-scale industrial value added grew 7.5%. Among key industries, coal mining and washing grew 6.5%, petroleum, coal and other fuel processing grew 44.5%, ferrous metal smelting and rolling grew 11.8%, and non-ferrous metal smelting and rolling grew 18.2%. Major products: economy-wide raw coal output was 80.0223 million tons, up 5.3%; coke 3.9066 million tons, up 30.5%; steel products 3.8372 million tons. The city's above-scale industrial enterprises reached 500, and the industrial economy accounted for 38.2%. Industry is advancing along the line of "standing on coal, strengthening coal, but not relying on coal alone": the Guizhou Energy Shuicheng District "coal-coke-chemical-power" circular economy base (including a 2 x 660 MW coal-fired power project with a total investment of 6.53 billion yuan); the complex-seam coal machinery equipment manufacturing cluster in the Hongguo ETDZ was selected as a 2023 MIIT SME characteristic industrial cluster; the aluminum and aluminum processing cluster in the Shuicheng ETDZ has gathered 55 upstream and downstream enterprises, with an output value of 13.032 billion yuan in 2024 - the province's most complete aluminum industry chain and the highest rate of on-site resource conversion. In coal coking, Tianneng Coking has been certified as a national-level "Green Factory", and Meijin Huayu has integrated 12 technologies including CCUS, cutting carbon emissions by nearly 50,000 tons a year.

Industrial Robot & Automation Applications

On the industrial side, smart coal mines dominate: operating coal mines citywide have achieved "two 100%" targets in intelligent and mechanized upgrading, with a cumulative 21 intelligent coal mining faces and 15 intelligent heading faces built. Shanjiaoshu and Fa'er coal mines were named to the country's first list of smart demonstration coal mine construction projects (Liupanshui accounts for 2 of Guizhou's first 4 national smart demonstration coal mines). In September 2021, Guizhou's first underground 5G communication network for coal mines was completed and put into service at the Jinhe Coal Mine of Hengding Group. On the equipment front, Fa'er Coal Mine's 5G smart inspection robot works underground in coordination with the shearer, cutting single-shift staffing from 20 to 8; Panjiang Hengpu Coal has deployed underground inspection robots equipped with intelligent perception systems, enabling remote single-machine control, cluster coordination and "one-click start-stop" from the surface control center; since June 2024, Laodigou Coal Mine has been building a video AI analytics platform with 37 customized algorithms covering key underground working faces and important locations. On the agricultural side, activity concentrates on roxburgh rose and chili: Panzhou Ciliwang Biotechnology began building a 5G factory in 2023, raising single-line daily capacity of the fresh-fruit juicing line by 10% and the raw juice line by 22%; Meiweiyuan Foods' 5G smart chili factory locks frying temperature precisely at 175 degrees Celsius according to chili moisture content, improving production efficiency by more than 30% and cutting operating costs by 20%, with each line watched by 3 monitors instead of 12 attendants. Citywide tea output was 4,900 tons, up 10.9%; the automation level of processing is to be verified. No public statistics exist on the installed industrial robot base or annual new installations (to be verified).
