Fengdu is a submerged county in the Three Gorges Reservoir area. During the relocation and adjustment of reservoir industrial and mining enterprises from the late 1990s through the 2000s, many of its old enterprises were closed or went bankrupt, producing a classic bout of "industrial vacuum." Industrial rebuilding has since advanced along two lines. The first is beef cattle: Chongqing Hengdu Agriculture Development Co., Ltd. was established in February 2009 and that same year signed an "Investment Agreement on the Beef Cattle Breeding, Slaughter and Deep Processing Project" with the county government, pioneering the model of "the company buys the cattle, farmers foster them, cattle are returned at term, and calves belong to the farmers." In 2010 it built southwest China's largest beef cattle breeding base and began constructing a slaughter and processing plant with annual capacity of 100,000 head plus a feed processing and distribution center of 50,000 tons a year. In 2015 the deep processing plant entered production; in October the first nationwide batch of live cattle imports from Australia was completed; in December the beef deep processing plant at Gaojia Town was finished and commissioned; and in November 2016 the Shuitianping Australian cattle import deep processing industrial park broke ground. The second line is building materials and energy: enterprises such as East Hope were brought in to build a large cement clinker base, while 10 above-scale clean energy companies including Datang, CHN Energy, and SPIC clustered. By 2024, countywide above-scale food and agricultural product processing output reached 6.31 billion yuan; the county industrial park was named among the city's "top ten parks" for food and agricultural product processing; and Hengdu Agriculture was selected as a municipal manufacturing leader enterprise. Recent years have also seen major projects land, including a 20-billion-yuan fiberglass and composites project, the 10.3-billion-yuan Lizziwan pumped-storage station, and the 9.6-billion-yuan special aluminum new materials circular economy industrial park.

In 2024, Fengdu's GDP was 42.84 billion yuan, up 6.6%; secondary industry value added was 15.06 billion yuan, up 5.8%. Industrial value added was 6.456 billion yuan, up 4.3%, or 15.1% of GDP; above-scale industrial value added grew 5.0%, and gross above-scale industrial output was 13.442 billion yuan, up 0.1%. By industry, agricultural and sideline food processing grew 10.0%, electrical machinery and equipment manufacturing 24.3%, general equipment manufacturing 6.7%, and electricity and heat production and supply 14.6%; declines included chemical raw materials and chemical products manufacturing (-5.2%), non-metallic mineral products (-10.1%), and railway, shipbuilding, aerospace and other transport equipment manufacturing (-24.9%). Above-scale industrial enterprise profits were 264 million yuan, down 52.5%; strategic emerging industries accounted for 8.2% of above-scale industrial output. On sector features, food and agricultural product processing — 6.31 billion yuan of above-scale output — is the number-one pillar in name and in fact: countywide beef cattle inventory and slaughter reached 122,000 and 76,000 head; zhacai (pickled mustard tuber) covers 286,000 mu and Chinese onion 9,000 mu; and the first public cold-chain bonded warehouse in the northeast and southeast Chongqing regions was built. In energy, clean sources — hydro, wind, and solar — generated 1.21 billion kWh; installed clean energy capacity reached 617,000 kW, including 350,000 kW of wind. In 2024, industrial investment grew 57.8% — fourth in the municipality.

Fengdu's automation applications concentrate on two lines: meat slaughter and processing, and building materials and energy. On the slaughter and processing side, Hengdu Agriculture imported complete automated slaughter and processing equipment from Germany and the United States and built beef slaughter and processing plants in Chongqing, Henan, and Inner Mongolia; the German fully automatic slaughter line automates bleeding, hide removal, splitting, and trimming, paired with a 72-hour low-temperature aging process and precision cutting into 16 parts and more than 300 varieties. The company has formed annual capacity of 26,000 tons of chilled fresh beef and 150,000 tons of deep-processed products and was named a national-level green factory; on logistics it operates more than 200 cold-chain trucks with real-time temperature control and positioning systems, holding temperatures steady between -18°C and 0°C and losses within 3%. In 2024 the county implemented 13 technical upgrading and digital transformation projects in food processing. On the building materials and energy side, East Hope invested 120 million yuan in comprehensive energy-saving and carbon-reduction technical upgrades and 140 million yuan in ultra-low-emission retrofits of cement kilns No. 1–5 and their tail-heat utilization systems, with its No. 1 line certified a municipal-level energy efficiency front-runner; Longjing Paper advanced smart technical upgrading and capacity expansion; and Jinlai Technology obtained one of the city's first equipment manufacturing unit qualifications. To be clear: public sources contain no authoritative figures for Fengdu's industrial robot stock, annual new installations, or robot density (units per 10,000 industrial workers); all three are to be verified. The confirmable automation metrics are the number of technical upgrading and digital transformation projects and the value of energy efficiency retrofit investment.
