PART 01

Industrialization History

Tongliang's modern industry started late. In the 1980s, with no frontage on major rivers or the sea and no expressways or railways, the county's gross industrial output in 1986 was only 147 million yuan. The 10th Five-Year Plan period set the course of "invigorating industry to enrich the county," and the Chongqing Yuxi Science and Technology Industrial Park was organized on the basis of the individual and private economy demonstration zone; approved in December 2002 as one of Chongqing's first batch of specialty industrial parks, it initially formed five pillar industries: strontium salts, construction and building materials, light textiles and apparel, metallurgy and machinery, and agricultural and sideline product processing. Strontium has a resource basis: strontium deposits are distributed along the Xishan anticline of the Tongliang mountain-shaped structure. The "Chongqing Tongliang District Mineral Resources Master Plan (2021-2025)" lists the "Tongliang-Dazu Huangnibao deep strontium and gypsum exploration area," the "Xishan mining area deep strontium and gypsum exploration area," and the "Yuxia mining area deep strontium exploration area" as key exploration zones, planning 11 million tons of new strontium resources and 30,000 tons of annual extraction by 2025. The Pulv group was established in 2007 with the opening of the Chongqing-Suining Expressway; machinery manufacturing, new materials, and electronic information were confirmed as the three leading industries in 2012; the county became a district in 2014; and in 2017, seizing the opportunity of building a national high-tech zone, Tongliang pivoted to big data and intelligent applications, developing six clusters: rail transit equipment, auto parts, new energy and new materials, big health, intelligent manufacturing, and eco-agricultural product processing.

Current Industrial Development

In 2024, Tongliang District's GDP grew 2.2%, with the three sectors structured at 9.1:50.5:40.4; industrial value added fell 1.2% year on year, above-scale industrial enterprises' operating profits dropped 26.3%, the sales-to-output ratio was 97.6%, and 212 enterprises districtwide reported production halts or negative growth, dragging above-scale gross industrial output down by 29 percentage points. The district attributes this downturn to the transition between old and new growth drivers and falling industrial producer prices, producing "more output without more value added"; meanwhile, industrial investment still grew 15.6% and fixed-asset investment grew 10.3%. The industrial direction is "2+4": two leading industries - new-type energy storage, and intelligent connected NEV parts plus motorcycles; four specialty industries - electromechanical equipment, smart home, synthetic materials, and cold-chain food. New-type energy storage is the most recognizable block: HiTHIUM's Chongqing base, with total investment of 13 billion yuan, was introduced in 2022 as Chongqing's first integrated lithium-ion chemical energy storage project. Phase 1, Stage 1 reached full production in 2024 with shipments of 14 GWh, lifting above-scale industrial output growth by 5 percentage points. In January-August 2024, the district's 13 above-scale new-type energy storage enterprises delivered 4.82 billion yuan in output, up 56.5%, with a local supporting rate of 60% and a Sichuan-Chongqing supporting rate of about 70%. In autos and motorcycles, the conversion rate of traditional auto parts enterprises rose to 79%; new-energy high-precision reducers rank first in domestic market share, and AIMA electric two-wheelers exceeded 1.2 million units in annual output.

Industrial Robot & Automation Applications

Tongliang has not published its industrial robot installed base or robot density; both are to be verified. In 2024 it added 2 municipal-level smart factories and 7 municipal-level digital workshops, bringing the cumulative totals to 5 smart factories and 42 digital workshops - among the highest in western Chongqing. HiTHIUM's Chongqing base is the most typical scene: 6 intelligent production lines run at high speed on fourth-generation high-efficiency lithium battery smart manufacturing lines, 30% more efficient than the third generation, with automation levels up 26% and manufacturing costs down 25%; six-axis robots perform precise operations and logistics carts move automatically on site. The base has been certified as a "lithium-ion battery M1 production smart factory." Qinglan Industrial's smart factory for lightweight automotive key components has AI vision inspection on its automated line that identifies and records defective parts. AIMA Electromechanical's digital workshop invested in 5 digital final-assembly lines and 172 units (sets) of equipment; digital equipment accounts for 92.44% of the workshop's total equipment, the CNC-ization rate of key processes reaches 98.14%, operating costs fell by more than 20%, and production efficiency rose by more than 48%. Minglida's plant for 300,000 NEV battery trays a year and Junzhuo Automotive's precision seat side panel automatic stamping-and-welding workshop were selected in the same batch. Equipment types center on six-axis robots, AGVs and logistics carts, and machine vision inspection.
